Increasing flow of commodities, the dynamics of globalization services, capital, cultural and information goods as well as the accelerated and un expected migration of people, are quickly changing the entire scenario of the human societies. People are rapidly changing and making up their own societies. Some of them will benefit hugely while the others will be unable to get the advantage of these changes. Worst come to worst those that are unable to find jobs and they will certainly fall further behind. This was the third forum of the debate of human development. It took place in January seventh of 2005.

Government action is very necessary and urgent at this point. The new approaches to the governance are needed to be invented to achieve progress in human development.

There were a few key questions on this matter: For one; what rooms for do governments have at their disposal? What measures can they do to improve? What are the resources? How can this be fixed internationally?

The founding of human development began in nineteen ninety. The human development approach to develop a policy debate and research the economic growth, poverty, and human rights, these are what were studied.

The human development was to help the society, and get out of poverty. It’s been a growing prominence of human development in the latest research in this area. They are furthering stimulation.

The experts from the academia, developing and developed countries, like NGOs and other civil societies are investigating and discussing how to promote, the measure of human development. The Regional and National Human Development Reports present the best experience of the developing countries. The reports stated development plans and to contribute to applying a human development reproach to all sectors, filling up the gap in the data.

The Forums so far have been successful in furthering the research that needs to be done from the human development. The Forum’s overall strategy was to modernize human development concepts and measurements by upping synergy, between the academic teaching and researching. They are and will be times to debate the issue. There will be a time to debate the dialogue and exchange the information that is needed for the Forum.

This was the third Forum edition on the Human Development. It was sponsored and hosted by no other than France. The Human Report Office of UNDP did the co organizing this event with the French Ministry of the Foreign Affairs.

They were all working on the event to close with the Institut du Development et des Internationales, IDDRI, which was and is a French Research Institute bringing every one together of the non-government and public French actors and actresses on the issues.
